Fixes a bug in which certain drawing tools e.g. Line, Rectangle, could cause arrowkey functionality to become 'stuck' in scroll mode, rather than moving the selected object up/down/left/right, and also prevented the Escape key from returning the cursor to its default Selection mode; this manifested as inconsistent behavior of the arrow keys in particular when drawing new objects (except Cables).  The fix should ensure consistent behavior of arrow and Escape keys in all drawing and editing modes.
