1) Fixes issue that may cause incorrect scaling of Cable Bridge arcs when exporting to DWG.
2) Fixes issue where, when running on an unlicensed computer, if the startup About dialog was closed before the Licensing dialog had been displayed, an exception would be thrown and an error report generated.
