Improves reliability of Shell Open when Stardraw Design 7 is not already running: if you doubleclick on a .S07 file e.g. on the Windows Desktop, Stardraw Design 7 will open and load it immediately.

Fixes "cannot read past end of stream" error if a file is saved when Windows has no printers installed.
