I understand your frustration. I’m afraid that in the absence of a CAD drawing from the manufacturer we are unable to publish anything further at present. CAD drawings are especially important for a panel mount symbol as panels is the environment in which you are most likely to take a dimension.
As you probably already know, you can draw anything in Stardraw. We have also included many commonly used pre-drawn parts such as knobs, connectors, buttons and faders etc. in the Generic Components library for the Rack and Pictorial environments. This is an excellent resource if you need to create your own symbols.
Stardraw can open a .DXF or .DWG (AutoCAD) file, so you could open up the cut out drawing you mention and use it to create your own symbol. You can also edit any existing Stardraw symbol. So one possible solution could be to edit the generic ‘20A-Duplex Socket Outlet’ which can be found under: Panels\Generic Hardware\Connectors\Miscellaneous - and add the cut out information from your .DWG to the Punching layer. You would at least then have a symbol with the cut out information you require and this shouldn’t take many minutes to complete.
The ability in Stardraw to read, write and edit a .DXF or .DWG means you can of course create your own symbols in AutoCAD if you’d prefer, you can then open them up in Stardraw and save them as your own symbols in under ‘My Libraries’.
