By 'new build' I am assuming that there have been some significant changes to your configuration, perhaps including an upgrade to Windows XP Service Pack 2. We'd like to get some more information:
1) Does Stardraw Audio see the dongle, i.e. what dongle number is displayed when you select Help | About Stardraw...
2) Are you running Windows XP Service Pack 2? If so see the attached image. The Status Bar may show that there have been "Errors on the Page" and the Info Bar will invite you to click to install required files. By default Internet Explorer now blocks the installation of required files and you need to notice the message and confirm the installation manually.
3) Make sure you have the latest dongle drivers: download and install the following:
http://www.stardraw.com/downloads/hasp.exe
Please let me know how you get on, particularly if the above actions do not resolve the problem.
