Exporting Block Drawings for Vectorworks

I have several block drawings in Stardraw that I wish to export as a DWG so I can import them into Vectorworks, where I have a title block created.
When I export the file the scale is off. Even when I set it to scale for  ARCH D size it does not show up right in vectorworks it is way to small. What am I missing to make this work correctly?‌

When exporting to DWG there is no scaling; the output is the exact size of the current drawing.  One caveat, however, is that you can change the unit of measurement (an AutoCAD concept) so where in Stardraw Design 7 the unit is 1 millimetre, you can, on export, change the unit to be, for example, 1 inch, so that if something is 10 (mm) in Stardraw it will export as 10 (inches) in the DWG.

H‌aving said this, it sounds like your objective is actually to use a Title Block that currently exists only in VectorWorks to surround your Stardraw drawings.  Why not simply export the Title Block to DWG and use it as the basis for your Stardraw Title Blocks?  This way you would perform just one export (as the starting point to generate a custom Title Block) instead of having to export every single drawing you create in Stardraw, just to put it into a Title Block.‌
